for careful consideration and response to a number of issues to
explain whether a reduction in the recordkeeping burden would be
possible without jeopardizing the revenue: 1) raising the dollar
threshold from the proposed level of $10,000, 2) permitting
treatment for the common features, such as entry roads, of
constructio projects involving multiple phases extending over a
number of years, 3) permitting the averaging of interest rates and
the averaging of production expenses under some circumstances and,
4) allowing an alternative beginning of the production period for
oil and gas wells.
