Terms of Clearance: -- OMB does not approve this request for clearance, and continues the previous clearance through April 30, 1994. As noted on April 3, 1991, the continued clearance is conditional on the absence of any revisions to the statute or regulations governing this program that would necessitate changes in the State Planpreprint. Should such changes occur, ED should submit a new preprint for OMB clearance that reflects and identifies the necessary changes. In addition, OMB continues the other conditions concerning technical revisions. -- On July 11, OMB asked ED to provide information about the revisions to the preprint that were contained in this request. ED did not respo to this request, despite OMB's follow-up reminders that a response was outstanding. -- This request for clearance does not reflect the significant public comment that ED is likely to receive regarding the burden and utility proposed regulatory amendments to State plan requirements. ED's final submission of the preprint and regulatory amendments should reflect these comments, either making appropriate changes or justifying the initial proposal.

Abstract: THE REHABILITATION ACT OF 1973, AS AMENDED, REQUIRES EACH STATE TO SUBMIT A STATE PLAN FOR VR SERVICES IN ORDER TO RECEIVE FEDERAL FUNDS (29 USC 721). THIS STATE PLAN IS THE BASIS UPON WHICH RSA MONITORS STATE VR AGENCY COMPLIANCE UNDER TITLE I AND TITLE VI, PART C OF THE A AND IMPLEMENTING REGULATIONS.
