In accordance
with the Paperwork Reduction Act and 5 CFR 1320, this information
collection has been disapproved. In particular the agency cursory
explanatory statement failed to demonstrate that the collectio has
practical utility, that the agency has sought to minimize costs to
itself of collecting, processing, and using the information, or
indicated what practicable steps have been taken to consult with
interested agencies and members of the public in order to minimize
the burden of the collection of information as required by section
1320.4(b)(3) of the Act. The agency also failed to address the
outstanding terms of clearance, to address the related question of
the possibility of the use of improved information technology, or
to consu with the public and provide a list of those
consulted.
