Abstract: THE BUREAU OF INDIAN AFFAIRS IS PUBLISHING A PROPOSED RULE WHICH ESTABLISHES MINIMUM PROGRAM STANDARDS FOR THE OPERATION OF EARLY CHILDHOOD DEVELOPMENT PROGRAMS AND SPECIFIES THE APPLICATION AND APPROVAL PROCESS FOR APPLICANTS OF SUCH PROGRAMS.
