PUBLISHING A PROPOSED RULE WHICH ESTABLISHES MINIMUM PROGRAM
STANDARDS FOR THE OPERATION OF EARLY CHILDHOOD DEVELOPMENT PROGRAMS
AND SPECIFIES THE APPLICATION AND APPROVAL PROCESS FOR APPLICANTS
OF SUCH PROGRAMS. THIS PROPOSED RULE APPLIES TO TRIBES, TRIBAL
ORGANIZATIONS, AND CONSORTIA OF TRIBES AND TRIBAL ORGANIZATIONS WHO
HAVE COMBINED MEMBERSHIP OF 500 MEMBERS OR MO
