proposed rule (published October 19, 1988, FR 41038). When the ru
becomes final, HUD must resbmit this information collection request
at that time, explaining any changes to the paperwork based on the
final rule and public comment on the information collection
requirements and associated burden. Because this paperwork is for a
proposed rule that not in effect, OMB approves the burden hour at
one burden hour. When the rule becomes final, the burden hour will
have to be updated to reflect the actual collection of 167,220
hours. HUD has erroneously submitted this as a 3504(h)
collection.
