Approved as amended by ED's memoranda to OMB of 11/5/91, 11/22/91, and 11/27/91. In addition, ED shall meet the following conditions: -- ED shall incorporate the burden estimate per SEA into the revised burden estimate on this form, along with the total aggregate burden estimate currently provided. -- Collection of this form shall be on a voluntary basis for FY 1992. The underlying statute sets FY 1993 as the first year in which ED and States are to implement a new system to collect these data. Given the absence of a statutory requirement for FY 1992 and concerns about data quality in the current system, voluntary collection will allow States maintain their personnel planning data base while meeting statutory guidelines. Moreover, ED has indicated that an interim strategy is needed to help prepare States for the new system in FY 1993. The next submission of this form for clearance shall summarize such activities occurring during FY 1992. -- This form, along with those cleared under OMB #s 1820-0043, -0517, -0518, -0521, -0543, -0556, -0557, -0573, and -0577, collect the data required under Section 618(b) of the IDEA (which incorporates programs funded under Chapter 1 of the ESEA). The forms appear to be sent to States as a set of tables in a single package. ED's next clearance submission for these forms as a group should merge the tables into a single clearance document, to reflect how the data are collected.
