amended by ED's 11/13/91 memorandum to OMB. In addition, has agreed
that the research questions raised in OMB's 11/4/91 memorandum to
ED will be addressed through additional data elements in the
pending survey clearance package, "Evaluation of Procedures to
Recruit and Retain Qualified Field Service Delivery Personnel in
the State-Federal Rehabilitation Program" (OMB #1820-NEW). -- In
addition, ED has assured OMB that the data collected through thi
survey are not used to draw conclusions about personnel shortages
or traning needs in RSA programs absent corroborating data, such as
information from State plan reports, annual State program reviews,
or further evaluations or staff analyses. ED has agreed that before
the next submission of this survey for PRA review, RSA shall
consult with the Office of Research at the Bureau of Labor
Statistics regarding design issues; BLS has considerable experience
in developing surveys o shortages in particular employment
fields.
