Approved as amended by ED's memoranda to OMB of 10/24/91 and 11/12/91. In addition, ED shall meet the following conditions: -- ED shall investigate the option of collecting data on students who attend magnet or other specialty schoolsin the next appropriate NCES longitudinal study. ED shall inform OMB of the status of this effort. -- ED shall implement its proposal to include requests for existing evaluation reports and machine-readable data on student performance on if such data is comparable across schools, which would permit reliable aggregation of this information. Without comparability,these sources would have little utility and other outcomemeasures should be sought. -- As ED's correspondance indicates, data collected through the Phase site visits cannot be generalized to the universe of magnet schools. ED may use these data to describe aspects of programs which are visited, or to develop hypotheses for future study, but shall not use information collected through site visits to validate findings of the national or follow-up survey, since such validation would not be statistically reliable. -- When available, ED shall provide more detailed plans for selection the follow-up survey and site visit samples for OMB review as an addendum to this package. Should Phase II be funded, ED shall subm a second clearance package to cover Phase II collections. -- ED shall aggregate the first three responses in Q. 20.

A SAMPLE OF SCHOOL DISTRICTS, SCHOOLS, PRINCIPALS, AND TEACHERS WILL B SURVEYED TO PERMIT DESCRIPTION OF THE NATURE, EXTENT, AND IMPACT OF MAGNET PROGRAMS NATION-WIDE. THE EFFECTS OF THE FEDERALLY FUNDED MAGN SCHOOLS ASSISTANCE PROGRAM IN ACHIEVING DESEGREGATION AND IN IMPROVING PARTICIPATING SCHOOL SYSTEMS WILL ALSO BE ASSESSED.
