statements for the HCFA-1521 and the HCFA-1522 pursuant to 5 CFR
1320. In addition, OMB disapproves HCFA's request for a burden
reduction of 11,700 hours because its justification does not
distinguish between reductions in the number of respondents,
frequency of response, and time per response. OMB will reconsider
the Department's estimate if supported by more comprehensive
analysis.
