Abstract: THESE FOCUS GROUPS ARE BEING CONDUCTED TO HELP THE SERVICE TO FULFILL ITS RESPONSIBILITIES UNDER OMB CIRCULAR A-123. THE DATA COLLECTED WILL BE USED TO EVALUATE THE LEVEL OF VOLUNTARY COMPLIANCE WITH EXCISE TAX LAWS AND TO INITIATE RECOMMENDATIONS FOR CHANGES AND IMPROVEMENTS.
