rule and in its next submission, HUD shall address any public
comments on the proposed rule relating to the paperwork burden, and
shall explain why it is or is not able to adopt any less burdensome
options suggested.

REQUIRED BY STATUTE TO DEVELOP A COMMUNITY DEVELOPMENT PLAN WHICH
DESCRIBES THEIR NONHOUSING COMMUNITY DEVELOPMENT NEEDS AND THE
STRATEGIES TO ADDRESS THEM. EACH COMMUNITY MUST SUBMIT THEIR PLAN
TO HUD PRIOR TO RECEIVING ITS ENTITLEMENT GRANT
