to the participating households for the interview. OMB note that
HUD violated the Paperwork Reduction Act (5 CFR Part 1320.6(e) an
1320.7(c)) by conducting a pretest of 17 participants and using the
$15 incentive payment.

DATA ARE BEING COLLECTED AS PART OF A
CONGRESSIONALLY MANDATED EVALUATION OF RESIDENT MANAGEMENT IN
PUBLIC HOUSING. DATA WILL FOCUS ON THE IMPACT OF RESIDENT
MANAGEMENT CORPORATIONS (RMC). THIS SURVEY WILL INVOLVE INTERVIEWS
WITH PUBLIC HOUSING TENANTS IN BOTH RMC AND CONTROL PROJECTS TO
DETERMINE THE IMPACT OF RMC'S ON THE QUALITY O LIFE OF TENANTS (AS
CONGRESSIONALLY MANDATED).
On behalf of this Federal agency, I certify that
