Terms of Clearance: Disapproved because HCFA does not explain how this information and and data from subsequent collections will be used in the development of future policies affecting physician reimbursement, in particular reimbursement in a group practice setting. No statutory mandate is cited in the supporting statement. HCFA provides no detailed rational for seeking better understanding of the "criteria physicians themselve have judged to be important as determinants of total reimbursement as well as of the incentives contained in the various physician payment mechanisms." OMB questions whether this information will be used to make policy refinements in Medicare physician payment reform, physicia kickback safe harbors, managed care initiatives, or health care reform in general. In the absence of the policy context, OMB is unable to ascertain whether the specific information collected in this submissio are useful, appropriate, or adequate to support HCFA's research objectives.
