Terms of Clearance: Approved. This survey was previously withdrawn, see file under OMB #1875-0066. ED has responded to OMB's concerns raised during review o the previous submission. In addition, OMB and ED have agreed that ED will submit an addendum to this clearance package that provides more detailed plans for telephone follow-up interviews based on the data collected by this survey. That addendum will describe and justify the sample size and selection procedures, and will contain proposed interview protocols and a corresponding justification.
