Abstract: THIS STUDY INCLUDES A MAIL SURVEY OF 51 STATE AGENCIES, 750 SCHOOL DISTRICTS, 2600 SCHOOLS, AND 2400 TEACHERS, TELEPHONE FOLLOW-UP OF A SUB-SAMPLE OF 100 SCHOOL DISTRICTS AND 300 SCHOOLS, AND CASE STUDIES O 10 SCHOOL DISTRICTS. INFORMATION WILL BE COLLECTED ON INSTRUCTIONAL SERVICES FOR LIMITED ENGLISH PROFICIENT STUDENTS.
