Terms of Clearance: Not approved. OMB has expressed concerns regarding the potentially excessive burdens, associated particularly with pipeline inventory and related annual reporting requirements, in a November 12, 1991 transmittal to DOT/General Counsel staff. The same concerns apply to the request for review of the collection of information under the Paperwork Reduction Act. RSPA should give particular attention to a proposed set of requirements that will more effectively balance the costs of reporting and recordkeeping, as well as the costs of obtainin information in relation to its use and practical utility for enforceme purposes and achieving identifiable improvements in pipeline safety. particular concern are requirements for information that may not be in existing data bases and which could be provided only with significa additional costs that may be disproportionate to achievable pipeline safety benefits. Comments and requests for further data, submitted to DOT 11/21/91 and revised on 1/8/92 are attached.
