Terms of Clearance: OMB disapproves this study, due to the lack of practical utility that the data will provide for ED. Specifically, -- It is not clear that data from a sample of five Stateswill provide sufficient information about interpreter referral andservice provisions for the deaf and hard of hearing. ED has notidentified why five States are appropriate, and why these States represent the most appropriate group. While ED bases its design on the advice of "a pane of experts," it does not provide the reasoning behind this advice. -- ED has not developed a set of study questions that tie to the major purposes of the study and are appropriate for exploratory research. N has ED indicated how the survey questions would address such study questions. -- ED's analysis plan does not indicate how the information collected here would be used to develop further, more specific research in this field. OMB encourages ED to address these issues as part of a resubmission of the study for PRA review.
