amended by NSF's memoranda to OMB of 2/12/92 and 2/27/92. In
addition, NSF has agreed to meet the following terms: -- NSF shall
examine data from this field test in designing the main study
sample, to ensure that sampling from persons not educated or
employed in science and engineering is held to the minimun
necessary t produce an efficient and unbiased sample of the U.S.
S&E population. OMB does not at this time endorse NSF's
preliminary plan to produce a main study sample in which 55% of
respondents are not affiliated with S&E; field test data shall
be used in part to determine how this porti of the sample can be
reduced. -- NSF shall test the payment of a $5 incentive to
respondents as one the four treatment groups in the main study.
NSF's analysis plan for this test will measure the impact of such
payments in terms of respons rates, sample composition, answers to
survey items, and survey costs. If a payment is ultimately chosen
and planned for follow-up, NSF will conduct a second test at the
time of the first follow-up. -- NSF shall delete "suburb" from
items regarding geographic area. -- NSF shall assess responses to
disability categories in this survey, the Survey of Doctoral
Recipients, and the Survey of Earned Doctorates to develop a
consistent set of disability categories for future survey -- Last,
OMB will review the issue of out-of-scope responses in the context
of the main study.
