Terms of Clearance: This information collection is disapproved because ACYF has not adequately demonstrated that the collection of information has practic utility. First, the proposed sampling methodology, recruiting names from grantees, would not result in a sample that is representative of, and therefore generalizable to, the universe of adoptive parent applicants. In addition, the agency has not satisfactorily supported its assertion that response rates will be adequate, especially for people who completed applications between five and ten years ago. Finally, the agency has not clearly demonstrated the utility of ap- plicant information beyond general information that should be availabl through grantees' applicant files. REMARKS CONTINUED...
