The two existing
quarterly Trade Act reports are approved, as amended DOL's
memoranda to OMB of 4/24/92. The next submission of this packag for
PRA review shall assess whether separatingoverpayments due to frau
from other overpayments remains necessary, in light of DOL's
statement that fraud has not been a significant problem in TAA. DOL
shall also assess whether quarterly reporting of waiver reasons
remains necessary -- DOL's request for a new annual form on TAA
program outcomes is not approved. As OMB has indicated to DOL, we
commend the Department's interest in program outcomes. However,
means other than a personal interview, as indicated below, will
reduce respondent burden while permitting a more thorough
assessment of impact. -- DOL has agreed to consider OMB's
recommendation to use UI wage records in tracking participant
outcomes, which would provide accurate information with little or
no increased burden. Moreover, we encourage DOL to consider a
comprehensive assessment of TAA, addressin the relevance of
training to the job acquired after program exit, the cost of
training, and the employment experience of a comparison group. --
In all of these activites, DOL shall consult with the affected
respondent population prior to submitting a PRA request to
OMB.
