Terms of Clearance: This ICR associated with the proposed ban of "nonessential" products releasing class I ozone depleting substances, under section 610 of the Clean Air Act Amendments of 1990, is not approved. This ICR would require the collection of certain information that is not needed to implement the provisions of the proposed rule and thus has no practical utility (see 5 CFR 1320.4). For example, the ICR would require the collection of information on the sales of portable halon based fire extinguishers, even though these products are not proposed for regulation. When resubmitting this ICR for OMB review, EPA should refer to OMB comment number 2060-0238.
