NPRM REQUESTS COMMENT ON RULES TO GOVERN THE REGULATION OF U.S. INTERNATIONAL COMMON CARRIERS AND TO REQUIRE SUCH CARRIERS TO SUBMIT OWNERSHIP INFORMATION PERMITTING THE FCC TO DETERMINE THEIR PROPER REGULATORY STATUS.
