Abstract: THE FEDERAL ACQUISITION REGULATION REQUIRES THAT CONTRACTS COMPLY WITH THE APPLICABLE FEDERAL LAWS AND THE RELEVANT PARTS OF THE FAR. THE WRITTEN AND DEFINITE REFUSAL BY A UTILITY SUPPLIER TO EXECUTE A TENDERED CONTRACT (41.004-2) IS INTENDED TO IDENTIFY THOSE SUPPLIERS WHO REFUSE TO DO SO AND THE RATIONALE OF THE SUPPLIER FOR REFUSING.
