Department should ensure that BATF provides a summary of comments
made by common carriers concerning use of this form and BATF's
respons to the comments. Also BATF should indicated the proportion
of theft reports that it follows up with calls to carriers, the
additional information it obtains, the source the carrier consults,
and the time expended by carriers in responding to the followup
calls.
