of requirements for a final rule during April 1992. OMB is
concerned with the substantial recordkeeping burdens associated
with this rulemaking and whether they have practical utility in
terms of airport security countermeasures. In light of public
comments on the rule and issues such as integration with U.S.
Customs Service procedures, we request a report, within 180 days of
the effective date of the rule describing any problems with
implementation and what further steps could be taken to minimize
burdens, consistent with the provisions of P.L. 101-604.
