This data
collection is approved with the methods tested and proven in the
pilot test. The proposal for an additional pilot test has not bee
justified and is therefore disapproved. The reported results of the
approved pilot test indicate that randomized response techniques
have effectively dealt with non-response due to the sensitivity of
the issu addressed by the survey. Conventional incentive payments
($10-25) for intrusive procedures have been approved only for the
purpose of off- setting the nuisance value of such procedures --
they are not an induc ment to self-incrimination. Such incentives
have generally shown dimi ishing returns above the $10 level and
have been effective only in rai ing otherwise poor cooperative to
more useful levels (74-83% in the literature). The literature also
suggests that overcompensation may induce a suspicious attitude or
other negative effects that may under- mine the effectiveness of
the proven randomized response technique.

THERE IS A NEED TO OBTAIN INFORMATION
REGARDING THE ABUSE OF CONTROLLE SUBSTANCES IN THE MOTOR CARRIER
INDUSTRY. THE RESULTS WILL BE ANALYZED TO REFINE EXISTING PROGRAMS
