Terms of Clearance: This Information Collection Request (ICR) is not approved because NHTSA has not fully demonstrated the practical utility of its chosen method or considered the alternatives available to reduce the burden of this ICR. In specific, the design standards to be imposed through this requirement appears to be inflexible and NHTSA has failed to give consideration to more flexible performance standards. When NHTSA resubmits this ICR for OMB clearance, it should have taken into accoun the public comments on the Conspicuity NPRM, published on December 4, 1992, and provide a discussion of how performance standards could be used to more efficently implement this safety requirement.
