Terms of Clearance: We recognize the need for research in this area and that the needs of ST are broader than those of the Census Bureau. However, to meet the needs of both NIST and the Census Bureau, further coordination is necessary. The content proposed for the NIST survey could be adapted to meet the needs of both agencies (and avoid future duplication), but only if the statistical methods proposed by NIST are brought up to the standard required by both the Census Bureau and OMB.
