amended by DOL's 6/10/92 memorandum to OMB. Approval is conditional
on DOL meeting the following terms by July 9, 1992: -- Add data
elements on length of retraining and completion, which appear on
the WAPR but not on DOL's submission of these forms. -- Revise the
instructions for the end of Section E to ensure that outcomes do
not reflect double-counting, for DCAP/CAETA enrollees who are
concurrently enrolled in other programs (such as GED). -- Cease
averaging a pre-program wage of $0.00 for those without pre-
program employment, which would bias the program effect upward
since persons without employment may have other income sources. --
Cease using the minimum wage as a post-program result when actual
wage data are not available. This would result in biased data,
which should be avoided through use of a missing value. -- Add a
data element for "Average Weekly Payment" in the needs relate
payments section (line 52). This information is of significant
policy interest, and needs-related payments are important in this
program. -- Provide satisfactory answers to Qs. 4, 5, and 7 of
OMB's 6/3/92 memorandum to DOL, which were not adequate in DOL's
6/10/92 response. -- Approval through 2/93 will place this form on
the same schedule as WAPR and the JASR. At that time, these forms
will be reassessed in light of DOL's UI wage record and Participant
Data System projects. Clearance conditions for the WAPR (1205-0274)
also apply to this form.
