The Bureau of Public Debt has violated the Paperwork Reduction Act
(5 CFR 1320.4) which states that " An Agency shall not engage in a
collection of information without obtaining Office of Management
and Budget approval of the collection of information and displaying
a currently valid OMB control number..." Furthermore,
"Notwithstanding any other provision of law, no person shall be
subjec to any penalty for failure to comply with any collection of
information: (1) That does not display a currently valid OMB
control number..." (1320.5). The information collections in the
regulations found at 31 CFR Parts 3 and 356 have been added to the
request for review under the Act as requested by the Department's
Information Correction Worksheet dated March 27, 1992. As
requested, you may omit printing the expiration date on this

BILLS REQUIRES BIDDERS TO SUBMIT TENDERS CONTAINING CERTAIN
INFORMATION SUCH AS THE PAR AMOUNT OF SECURITIES BID FOR, THE
