Abstract: THE PURPOSE OF CREATING A CLASSIFICATION INDEX SURVEY FORM IS TO RECLASSIFY THE RAILROADS BASED ON CARRIER OPERATING REVENUES. SINCE OTHER THAN CLASS I RAILROADS DO NOT FILE ANNUAL REPORTS WITH THE ICC, THE RAILROAD WILL NOTIFY THE COMMISSION OF ITS OPERATING REVENUES AND CHANGE IN CLASSIFICATION BY FILING THIS FORM.
