Abstract: THE FEDERAL AVIATION ADMINISTRATION HAS INITIATED TOTAL QUALITY MANAGEMENT (TQM) THROUGHT THE AGENCY, REQUIRING THAT EVERY ELEMENT HAV CONTACT WITH THEIR CUSTOMERS TO ASSURE THAT CUSTOMERS' NEEDS ARE BEING MET AND THAT SERVICE IS IMPROVED. RESPONDENTS ARE PRIVATE PILOTS, AIR TAXI OPERATORS, AND AIRLINES.
