Terms of Clearance: In accordance with the Paperwork Reduction Act of 1980 and 5 CFR 1320, this survey is disapproved. While the use of sampling is commendable in this case, the sampling and survey design contain significant flaws First, a self-selected panel such as that offered by National Family Opinion does not constitute a random sample that will support valid statistical inference ("generalization" see 5 CFR 1320.6(g)). The demographic balancing performed by NFO simply disguises the evidence o bias -- it neither measures nor corrects the self-selection bias. Second, the maldistribution of telephones among the target population that makes random digit dialing "infeasible" (according to the sponsor means that the proposed restriction of respondents to those with telephones will produce additional bias. We would be glad to discuss these problems with the further should you decide that you wish to continue with this survey.
