THE OPTIONAL EXCHANGE AGREEMENT IS A DOCUMENT PREPARED BY THE FOREST SERVICE WHICH IDENTIFIES THE TERMS AND CONDITIONS WHICH EACH PARTY AGREES TO PERFORM TO EXECUTE THE EXCHANGE.
