Abstract: THE INFORMATION REQUIREMENT IS PURSUANT TO P.L. 95-87, WHICH MANDATES PROCEDURES FOR STATES AND INDIAN TRIBES TO REQUIRE APPRAISALS AND LIEN UNDER CERTAIN CIRCUMSTANCES ON PRIVATE PROPERTY THAT HAS BEEN RECLAIME THESE PROCEDURES ARE INTENDED TO ENSURE THAT STATES AND INDIAN TRIBES HAVE SUFFICIENT CAPABILITY TO FILE LIENS SO THAT CERTAIN LANDOWNERS WI NOT RECEIVE A WINDFALL FROM THE RECLAMATION.
