Approved as amended by DOL's 7/24/92 memorandum to OMB. In addition, DOL has agreed to meet the following conditions: -- DOL shall modify its design for the case study phase to include at least 5 sites that satisfy the objective criteria set by DOL, yet stil demonstrate outcomes that fall in the bottom half of all SDAs. In thi way, DOL will be able to compare sites with the same criteria that demonstrate high outcomes against these other sites, which perform les well but have similar characteristics. As DOL develops its technical assistance guide, analysis of both types of sites will allow DOL to distinguish practices that have led to positive outcomes at some sites but not others (potentially diminishing the usefulness of such practic with respect to replicability). The case study data will have utility only if DOL has examined whether effective practices at one site have been ineffective at others. -- DOL shall add a follow-up question to Q. C15 of the Training Provid Questionnaire, to determine which other programs the SDA works with. -- DOL shall delete Q. H4 of the SDA Questionnaire, which would have created an incentive for the SDAs to report information that would be biased in their favor. -- As DOL's 7/24/92 mermorandum indicates, burden hours have been increased by 200 to accomodate the time spent during site visits.
