Approved as amended by ED's 8/6/92 memorandumto OMB. We note that thi study, through the use of the case study methodology, will not yield data that represents the population of high-default schools. It is exploratory in nature, and collects basic descriptive information abou institutional implementation of default reduction plans at a small number of high-default schools. Since there is insufficient data from which to develop a statistically representative sample, this study wil help ED to develop hypotheses about school characteristics and practic that would be tested through a future, representative study. We strongly encourage ED to supplement the information collected here wit other data available on high-default schools, and to draw upon all other appropriate data sources, in developing that future study; information collected through case studies alone may lead ED to develo inaccurate hypotheses. We expect to see a plan for that future study soon after the information collected through this effort has been analyzed. -- ED shall cross-check responses as to whether the pro-rate refund is in compliance with 34 CFR 682.606(b)(2) with program reviews conducted by OPE. An independent assessment is necessary to determine the reliability of the response. -- ED shall submit a revised survey and interview package to OMB, incorporating the changes made during PRA review, as soon as possible.

THIS DATA COLLECTION SUPPORTS THE EFFORTS OF THE DEPARTMENT OF EDUCATI TO REDUCE STUDENT LOAN DEFAULT AT HIGH DEFAULT INSTITUTIONS (HDIS) BY EXAMINING THE STRATEGIES SPECIFIED UNDER APPENDIX D REGULATION (34CFR668) THAT HAVE BEEN SUCCESSFUL. APPROPRIATE INFORMATION WILL BE GATHERED FROM ALL PARTIES INVOLVED IN THE PROGRAM -- BORROWERS, HDIS, LENDERS, AND GUARANTORS.
