OMB notes that
HUD staff indicated that the reason for the decrease in burden
hours is not, as Justification Question 14 states, that the S&L
data is collected by the FHLBB under another OMB number. Although
this is true, the adjustment for this change was made in 1989
during t last OMB review. The current burden hour decrease is due
to the decrease in size of the mortgage lending industry. The
survey samples fixed percentage of the various lending groups, and
therefore the decrease in the overall size of a number of lending
groups has resulte in a decrease in the number of lenders in the
sample. The total sampl size has been reduced to 656 lenders from
822 in 1989.
