OMB is not
approving this information collection request and is filing the
following comments. Section 61.80(l) requires that land disposal
facilities submit electronic copies of all manifest information and
other information pertaining to the receipt and disposal of low
level waste to the NRC. This appears to be a burdenso and
unnecessary requirement, and it is unclear that the NRC could use
this data. So long as the facility maintains the data so that the
NRC could audit the records, it is unnecessary for the facilities
to have to submit this data to the NRC.

THE PROPOSED AMENDMENT WILL ESTABLISH
A SET OF UNIFORM SHIPPING MANIFESTS, REQUIRE THE USE OF ONE OF
THESE FORMS FOR LOW LEVEL WASTE (LLW) TRANSPORT, REQUIRE LLW
DISPOSAL SITE OPERATORS TO ELECTRONICALLY STORE THE INFORMATION
CONTAINED IN THE MANIFESTS, AND REQUIRE DISPOSAL SITE OPERATORS TO
REPORT THE MANIFEST INFORMATION ON A MACHINE-READABLE
MEDIUM.
