Abstract: A MORATORIUM WILL BE ESTABLISHED ON PERMITS FOR SUMMER FLOUNDER. FISHERMEN WANTING A PERMIT MUST SHOW PREVIOUS PARTICIPATION IN THE FISHERY. A SMALL MESH EXEMPTION WILL ALSO BE NEEDED FOR FISHERMEN WHO WISH TO USE SUCH NETS IN DESIGNATED AREAS. DEALERS ENGAGED IN THE PRUCHASE OF SUMMER FLOUNDER MUST OBTAIN A PERMIT NOTICE BEFORE A TRIP WILL BE REQUIRED IF AN OBSERVER PROGRAM IS NEEDED DUE TO SEA
