Abstract: 12 CFR 544.2 AND 552.4 REQUIRE A FEDERAL ASSOCIATION TO OBTAIN OTS APPROVAL OR ANY CHANGE IN ITS CHARTER WHICH IS NOT PREAPPROVED BY REGULATION. THE PURPOSE OF THE CHARTER AMENDMENT APPLICATION IS TO EVALUATE WHETHER THERE IS A NECESSITY FOR THE PROPOSED CHARTER AMENDMENT, AND WHETHER THE CHANGE COULD BE ACCOMPLISHED UNDER EXISTING STATUTES, REGULATIONS, AND OTS POLICY.
