experience with both the HOME program and the CHAS requirement In
its next submission, HUD shall address any public comments received
on the paperwork burden. HUD also should examine what, if any,
overla exists between the HOME program paperwork requirements and
the CHAS.

THIS PROPOSED RULE PROVIDES THE
IMPLEMENTING REGULATIONS FOR THE HOME PROGRAM AUTHORIZED BY TITLE
II OF THE CRANSTON-GONZALEZ NATIONAL HOUSING ACT OF 1990.
