Abstract: THE INFORMATION WILL BE ANALYZED AND COMPARED WITH DATA DEVELOPED AND REPORTED IN THE MSPB SURVEY. THERE ARE CONCERNS AMONG APHIS MANAGERS THAT THE AGENCY MAY NO LONGER BE COMPETITIVE IN HIRING AND RETAINING I SHARE OF THE BEST AND BRIGHTEST COLLEGE STUDENTS. DURING THE 1990'S, HIGHLY QUALIFIED CANDIDATES WILL BE HARDER TO FIND.
