collection, the Department should reissue these regulations to
simplify the complex cross references to recordkeeping and
reporting requirements, or explain in detail why it can not or
should not simplify these regulations. An example of a complex
cross reference is found in Sec. 1.673(f)(4)(i) which refers to
paragraph (f)(3)(i) and (ii), which in turn refers to f(1) and
(2)(i) and 1.860F-4(e)(4). This review action includes the
resubmission dated August 10, 1992.
