Abstract: ED'S OFFICE OF BILINGUAL EDUCATION AND MINORITY LANGUAGES AFFAIRS REQUIRES A STUDY THAT WILL GATHER INFORMATION ABOUT PROGRAMS IN THE UNITED STATES PUBLIC SCHOOLS THAT PROVIDE INSTRUCTIONS IN ENGLISH AS A SECOND LANGUAGE (ESL).
