revising application requirements for sewage sludge permi under
part 503 sewage sludge standards is approved under the OMB numbe
for NPDES and sewage sludge discharge permit application
(2040-0086). The burden attributed to the sludge management program
is in the proce of being transferred to the appropriate NPDES base
ICRs. This ICR wou decrease annual burden of 11,317 hours from the
base ICR.

THE CURRENT APPLICATION PROCESS FOR
SLUDGE USE AND DISPOSAL PERMITS REQUIRE APPROXIMATELY 20,000
TREATMENT WORKS TREATING DOMESTIC SEWAGE TO SUBMIT PERMIT
APPLICATIONS TO EPA IN A 4-MONTH PERIOD. EPA PROPOSE TO STAGGER THE
SUBMISSION OF APPLICATION AND EXTEND THE TIME PERIOD FO THE FIRST
PHASE OF APPLICATION FROM 120 DAYS TO 180 DAYS AFTER THE
PROMULGATION OF 40 CFR PART 503.
