Approved as amended by ED's memoranda to OMB of 11/4/92, 11/11/92, and 11/13/92. In addition, ED has agreed to meet the following conditions -- The data collected through the District survey and the Math Teacher survey shall not be released as separate files, since these data will not be nationally representative. The information shall be released t the public, and analyzed and reported by ED, as context for the school level representative data, in a file that does not allow for aggregati by district and by math teacher. -- ED shall assess how best to proceed with any future longitudinal study of school reform in analyzing results from this and other studie and shall develop a long-term study plan as a result of this assessmen ED shall present this plan for comment among methodological and subjec area experts, and to OMB for review, prior to implementation. -- ED shall devote sufficient resources to maximize response rates in all of the instruments, and shall not release data on items for which insufficient responses are collected to maintain validity and reliability.

TO DETERMINE HOW AMERICA'S SECONDARY SCHOOLS HAVE CHANGED SINCE 1980, PRINCIPALS AND MATH TEACHERS AT APPROXIMATELY 1,000 HIGH SCHOOLS WILL SURVEYED. THESE HIGH SCHOOLS WERE SURVEYED IN 1980, AS PART OF HIGH SCHOOL AND BEYOND. THE RELATIONSHIPS BETWEEN OBSERVED SCHOOL CHANGES AND VARIOUS EXOGENOUS FACTORS WILL ALSO BE INVESTIGATED.
