the understanding that the approval applies to the core data set
for grantees, rather than the full evaluation which includes data
from individual grantee evaluations. ACF recognizes that this stu
is designed to gain only preliminary information regarding
short-term tcomes on adults; an adequate evaluation must examine
long-term outcom of the program on Head Start Children. In
addition, this approval is conditioned on ACF compensating families
a maximum of $15 for trans- portation and child care.

THE EVALUATION WILL COLLECT
INFORMATION FROM 41 HEAD START SERVICE CENTER DEMONSTRATION
GRANTEES THROUGH A CONSORTIUM OF LOCAL EVALUATORS. THE CONTRACTOR
WILL DEVELOP A CORE PARENT INTERVIEW TO BE USED TWICE PER YEAR BY
LOCAL EVALUATORS. AN INTERVIEW WITH PROJECT DIRECTORS AND SURVEY OF
CASE MANAGERS IS ALSO EMPLOYED TO COLLECT DATA FOR EVALUATION OF
THE DEMONSTRATION.
