Abstract: THESE REGULATIONS PRESCRIBE CAPITAL AND EARNINGS LIMITATIONS ON THE PAYMENT OF DIVIDENDS BY NATIONAL BANKS. THE REGULATION REQUIRE THE MAINTENANCE OF RECORDS AND THE SUBMISSION OF REQUESTS FOR APPROVAL TO PAY DIVIDENDS IN EXCESS OF CERTAIN LIMITATIONS. THE REGULATIONS ARE NECESSARY TO BANK SAFETY AND SOUNDNESS.
