Terms of Clearance: This emergency request to collect information is approved for 90 days, through 12/13/92, pursuant to 5 CFR 1320.18. ED has agreed to add instructions to this form that clarify how respondents should complete the middle section: check an organization category in the first column, and then the appropriate choice in the second, third, or fourth columns. The instructions should provide a clarifying example. -- In addition, ED shall include explicit instructions for members of licensing bodies, to specify themselves under "Other". As soon as possible, but no later than Monday, September 21, ED shall revise the form to include "Licensing Body" among the organization types in the middle section. Since "Loan Servicer" and "Guaranty Agency Servicer" appear duplicative, ED may combine these categories to create space fo the new "Licensing Body" line. -- ED shall add instructions for the first section of this form, since it is unclear whether "urban" or "rural" applies equally to loca and national organizations. -- ED shall add instructions specifying that in the second section of this form, "Private" means private non-profit while "proprietary" mean private for-profit.
